CONSTITUTION AND BY LAWS OF
THE PROVINCE LAKE GOLF
MEN’S TWI-LITE LEAGUE

ARTICLE I
The organization shall be known as the Province Lake Golf Twi-Lite League (hereafter the League)
League is to promote competition and good sportsmanship through organized golf.

ARTICLE II - The objective of the league is to promote competition and good sportsmanship through organized golf..

ARTICLE III
Membership may consist of up to ten teams with up to six regular members per team who can meet the basic requirement of a 25 stroke or less handicap for 9 holes of golf. A lesser number of members is acceptable.

Alternate members for play purpose shall be allowed at the discretion of a Board of Directors.

Filling of vacancies for regular membership shall be done at the annual meeting by a majority vote of the members present. Vacancies that occur during the season shall be filled by a majority' vote of the Board of Directors and the Grievance Committee combined. Polling of the vote is to be done by the President.

Preference for filling vacancies shall be given first to alternate members and to past members equally, providing that the past member has not been retired from the League for more than 1 year. All others shall have second preference.

Any member may nominate for membership any person meeting the League requirements.

ARTICLE IV
Officers and Officials
The officers of the League shall be elected by a majority vote of the membership at the year end meeting.

The officers are as follows and comprise the Board of Directors:

President
Vice President
Secretary-Treasurer

A Rules and Grievance Committee of up to 4 members will also be elected. The Club Professional (league President) will act as the fifth committeeman.

The Board shall fill vacancies of officers of Directors.

Officers duties shall commence at the end of the meeting where elected .

ARTICLE V
Meetings

Annual spring meeting to be at least one week prior to the start of League play. Members will be notified by US mail or e-mail at least two weeks prior to the meeting.

A year end meeting will be held for the purpose of electing league officers for the following year.

Special meetings called by a majority of the Board members or by petition of 6 or more members to the President.

Emergency meetings called by a Board member.

Board meetings called by President.

Notification of meetings must be made by posting on the score board at least one week prior to the meeting. The one-week notification may be waived for emergency meetings.

ARTICLE VI
Quorum
A quorum of one third of the regular membership is required to conduct a valid meeting.

ARTICLE VII
Amendments to the Constitution and Bylaws shall be made at the annual "Spring" meeting or a special meeting.

ARTICLE VIII
Dues and Assessments
Annual dues shall be set by a majority vote of the members at the annual meeting. The dues shall be payable by the last Thursday in May. A league member will considered "in good standing" once his due are paid.

Failure to pay dues may result in suspension of League participation by the Board of Directors.

The League has the right to assess members an un-specified amount of money not to exceed $5.00 to keep the league solvent.

Weekly Pool -- each regular league member shall contribute to the weekly "flag pool". Each player must claim their winnings by the end of the current year (last day of business of the golf course). All monies not claimed by the "closing of the golf course for the current year" will be forfeited and returned to the league field day account.

ARTICLE IX
Handicapping
All handicapping will be the responsibility of the Club Professional (League Handicap Chairman) utilizing a software program based on the USGA system.

New members will be handicapped by the Club Pro (League Handicap Chairman) or League officers.

Handicaps 'will be adjusted every 3 weeks or less.

All members are required to check the League Board (or league web-site) each week to note any handicap or position changes.

ARTICLE X
Teams

There will be up to (10) ten teams consisting of no more than (6) six members per team. A lesser amount of players per team is allowable.

ARTICLE XI
Play shall not commence before 2:30 PM (Ammended Spring Meeting - 2007) unless allowed by the Club Professional (Pro Shop Manager on duty). Play will start no later than 5:00PM. (Amended Spring meeting 4/25/08)

Cancellation of a match due to inclement weather or condition of the course will be at the discretion of the (Pro Shop Manager on duty) Club Professional or an officer of the League and may be determined by 2:00 PM or at any point or time during league play.

In a match where only one opponent shows to play, the member who has made it to the match and plays 9 holes will receive 7 points. The member unable to play and has called in before 3:00 PM will receive 3 points.

If neither opponent calls in that they are unable to play the match, each will receive (0) points. If both opponents call in and neither can play the match, each will receive 3 points.

If one opponent calls in that he cannot make the match and the other opponent does not call, the one calling in will receive 3 points and the member not calling will receive (0) points.

Snowbird or Team Vacancy - scoring for Snowbirds or a team vacancy will be 7 points for the member who plays nine holes and 3 points for the team with the snowbird/vacancy.

A member must call the pro-shop before 2:00 (Amended Spring Meeting -2007) of the day of the match if he will be unable to play. (Players may inform the league in advance that they will not be available for a particular week via the league web-site or by entry in the league Master Book available in the Pro-Shop on scheduled league days.

All members must play a minimum of 3 matches per month or disciplinary action may be taken by the Rules and Grievance Committee.

A member unable to finish a match due to physical injury or illness will forfeit the remaining points in the match.

Play is for a total of 10 points for 9 holes, 1 point per hole match play and 1 point for the opponent with the lowest net score.

A league software program based on the USGA handicapping system will be used and stroke differences will be posted on the Pro-Shop bulletin board and on the league web-site.

In regard to prizes for Twi-Lite Leagues competition each member will be given credit for prizes won and a running account will be kept to be collected at will by members.

 

ARTICLE XII
GIMMIE PUTTS - In the spirit of improving & speeding up play, "gimmie" putts of less than 6 inches from the hole (width of the score card or less) may be allowed by the opponent.

ARTICLE XIII
Preferred Lie -- (6 inches) allowable in your own faiway only -- no closer to the hole. All other balls are played as they lie.

ARTICLE XIV
Field Day/Banquet --Field Day shall be the Sunday after regular season play has been completed. At least two weeks prior to Field Day a committee will be appointed by the President for the purpose of arranging the agenda and festivities of all league activities.

ARTICLE XV
League & Field Day Champions
Twi-Lite League Champions will be determined at Field Day. (Ammended Spring Meeting 4/25/08)

ARTICLE XVI
Hole In One Insurance - a $75.00 credit will be available at Mulligans for any Regular Member "in good standing" who ACES a hole during regular season or Field Day competition. The purpose of the credit is to help with the traditional celebration cost of "A Hole In One". The $75.00 credit will be limited to the actual day of the Hole In One.

ARTICLE XVII

The Rules and Grievance Committee will provide rules interpretation where needed. Any situation not covered in the above rules and by laws shall be the responsibility of the Board of Directors and Rules and Grievance Committee. Any unfortunate happenings should be reported to (a league officer) the secretary for appropriate action
